Quality Assurance (CI Tertiary Institute)

Expressions of Interest are sought from experienced individuals to assist with the development of quality assurance policies and procedures for the Cook Islands Tertiary Training Institute.

The Institute will need a quality assurance system that includes:

· Meeting registration requirements of New Zealand Qualifications Authority(NZQA)

· Obtaining NZQA accreditation in some core units

· Meeting accreditation requirements of London City and Guilds and other certifying bodies

· Quality assurance processes for locally developed qualifications

· Being able to assure the quality of delivery for other qualifications delivered on behalf of other providers

· A programme for the development of trained industry assessors

· A programme for the recognition of prior learning that will meet industry standards

· Guides for quality assurance of on-line material

· Guide for quality assurance of tutors

This is an important contribution to the development of the new Institute.

Expressions of interest are sought from individuals who have experience in developing quality assurance systems in the tertiary education sector, are familiar with the requirements of New Zealand Qualifications Authority, and familiar with the quality assurance requirements of training in industry.

Work Permits

Employees (and family member)recruited from overseas are required to apply for a work permit with the Ministry of Foreign Affairs and Immigration.  This involves completing a health clearance check/certification and a police clearance check/certification which must be completed before travelling to the Cook Islands.  Click on the following link for more information: www.mfai.gov.ck

Teaching in the Cook Islands

Teaching in the Cook Islands is very rewarding. Children are keen and eager to learn and provided the teacher has well planned and prepared lessons that cater for a range of abilities and interests – class management is usually not a problem. As English is the second language for a majority of Cook Island students, teachers must always be conscious of the vocabulary they are using when instructing – the complexity of sentences and the differences in meaning of the same word. All teachers are teachers of English but being able to also teach in the Maori language is a definite advantage.

What are the common languages?

English and Cook Islands Maori are the two dominant languages. Each island has its own dialect version of Maori expect for the island of Pukapuka (northern group) which has its own unique language.

Health and dental services

Health Services

Cook Islanders enjoy a reasonable quality health care.  The  main hospital on Rarotonga can treat most conditions (illnesses and accidents) and when local treatment is not possible the Health Ministry has a patient referrel system with Nselected New Zealand healthcare providers. Outpatient services are available from the main hospital (Nikao) or at the Health Clinic in Tupapa.  Several private medical practitioners also provide health care.  Most outer islands have a resident doctor, nurse and a small hospital and are equipped to manage the treatment of common illnesses and health problems, more serious case are referred to Rarotonga.  There is a Public Health Section of the Ministry of Health and they conduct periodic checks of all households ('tutaka') to ensure environmental issues are porperly addressed by home owners.

Dental Services

The provision of dental services is similar to health care services.  On Rarotnga a full range of dental services are available from the  Ministry of Health's Dental Clinic located at Tupapa or from several private dentist.  Free dental care is available in schools for school children.  In the outer islands dental services are more limited and patients may need to be referred to Rarotonga if  complications arise.

Cost

The Ministry of Health charges expatriate employees and their families consultation fees, prescription fees and hospitalisation costs at a rate separate from residents.  For those employees on direct recruitment contract, the Ministry of Education will meet the cost of A & E and hodpital care.
