The Planning, Policy and Review Division ensures quality in our schools and administration through focused, effective review and systems management. We provide sound platforms and information for planning and informed decision making. We lead and support the development of policy that addresses the needs and opportunities of education in the Cook Islands. We base our work on research and sound understanding of our stakeholders.
Strategic Objectives
The strategic objectives of the PPR are:
To support planning functions at all levels of education to achieve the goals of the Education Master Plan
To provide development and management of policy to support the implementation of the Education Master Plan.
To ensure a culture of informed decision making based on sound research and valid, reliable statistics
To set standards and measures across all educational activities and to establish and implement systems to monitor quality of delivery, student achievement & satisfaction and compliance with regulations
Roles & Responsibilities
This Division is charged with the following:
•    ensuring that schools and ECE centres provide quality services to all stakeholders through a process of review, guidance and intervention
•    managing all levels of Ministry policy through a cycle of research and review
•    management of  the Ministry Monitoring and Evaluation Framework
•    Developing  forward thinking/future orientated medium term plans that place education at the forefront of the country’s development .
•    collaboration with both internal and external stakeholders to achieve the goals of the EMP
•    managing compliance to the Education Act, related regulations and policies
•    reporting on Cook Islands progress towards meeting the goals of regional and international conventions and educational targets
•    working collaboratively with other government and non-government agencies to achieve the goals of the NSDP
•    developing and maintaining partnerships with other national agencies to support educational development
