"The Language Specialist in Bilingual Education provides curriculum advisory support at the whole school and classroom level on implementing best practice bilingual education approaches (immersion, two way literacy/pathway and Maintenance Heritage) and biliteracy across the curriculum. This has included one on one and whole school work with Principals, teachers and their communities in the Southern and Northern group schools in the Cook Islands".

Objectives - To develop a Cook Islands Maori Bilingual Education Professional Development program for schools.
- To provide guidelines on how to implement best practice Bilingual Education and biliteracy across the curriculum.
- To evolve and promote an Ivi Maori model of Bilingual Education which explores and adapts regional and international evidence on immersion, two way literacy/pathway and maintenance heritage approaches.
- To grow a shared understanding and responsibility across the Cook Islands education sector for an evidence based approach to developing best practice Bilingual Education in Cook Island schools.
- Provision of an evolving Cook Islands Ministry of Education Bilingual Education policy, strategy and action plan.
